Origin
The picture comes from the cover of the 2011 rap album Ma Gangsta by the group Beantown Mafia. It first went viral after being shared in a Reddit collection on January 21, 2011. It quickly made it to the front page with thousands of upvotes. Blake Boston, also known as "Weezy B," was the person in the picture. He later said that his mother took the picture when he was a teenager.
Meaning
Steve is the perfect example of an annoying friend or acquaintance: he borrows things and never returns them, shows up without being invited, or takes advantage of other people's kindness.
